The key part of this article which is mainly about the threat to a business
due to dramatic increase in rates is:

Father-of-one Doug White opened ladies clothing shop Pink Stripes at
Pulteney Bridge with his daughter Rafaelle White in 2004 shortly after she
had begun a recovery from the fatigue syndrome myalgic encephalopathy (ME).

The pair have run the business together for the last five years and Mr White
said the shop had revitalised his daughter, who is now 34 and had dropped in
weight to just 4st during the worst days of her illness.
